영국의 round 3 프로젝트를 수행하고 있는 Alstair Dutton 매니저는 Recharge사와의 인터뷰에서 프로젝트 참여 업체들의 프로젝트 진행경과에 대해 언급하며 다방면의 진전이 있지만 한편으로는 연기되고 있다고 평가했다. 그는 프로젝트에 참여하는 개발업체의 착수 시점과 관련해 “Round 3 프로젝트에 참여하는 개발 업체는 변화하는 전력 수요시장과 업체의 자체 전문 조사를 고려해 개발 시점을 조율하고 있는 것으로 알고 있다. 현 상황은 해결되지 않은 몇몇 이슈들이 프로젝트의 시작을 늦추고 있는 것으로 생각된다. 하지만 이미 컨소시엄 두 곳이 타당성 평가를 마치고 프로젝트를 시작했다. Crown Estate는 해상풍력 단지 프로젝트의 성공확률을 극대화하고 계획의 연장을 최소화 하는 것이 개발자의 능력으로 생각한다.”고 말했다. - 프로젝트 진행상황 2011년 10월 Round 3 프로젝트의 첫 성과로 SMart Wind 컨소시엄 (Hornsea 존의 4GW 프로젝트)의 기상탑이 설치되었다. SMart Wind는 2011년 8월에 Hornsea존의 500MW 규모의 2단지 프로젝트를 위한 임대계약(Agreements for lease : AFLs)을 체결했다. 당 프로젝트는 2013년 말까지 개발 계획서(Consent application)의 제출을 통해 2015년 건설을 시작할 전망이다. Dogger Bank존에 총 9GW의 단지개발을 맡고 있는 Forewind 컨소시엄은 전체 프로젝트 중 1차계획으로 영국 북동부 요크셔에서 200km 떨어진 지역에 설치될 예정인 1.4GW 용량의 해상풍력 두 곳의 단지 개발을 위해 2012년 기상탑을 설치할 예정이다. 해상풍력 전문 조사기관 Forewind사의 조사와 RWE Innogy 컨소시엄 대표인 Fritz Vahrenholt에 따르면, 각 컨소시엄이 주도하고 있는 round3 프로젝트의 진행은 당초 계획한 건설계획을 앞당길 것이라고 전망하고 있다 - 현 시점의 프로젝트 평가 그러나 Round 3 프로젝트 전체를 주관하고 있는 Crown Estate의 Dutton은 각 컨소시움들은 전략적 성과달성이라는 목표를 위해 괄목할 만한 성과를 보여주고 있는 반면 실질적 사업을 위해서는 당초 계획했던 것 보다 많은 절차상의 이유로 연기가 불가피해 보인다고 평가했다. 구체적으로 사업의 타당성을 평가하기 위한 평가기관이 참조할 수 있는 자료가 무엇보다 부족하고 자국내의 공급연계(Supply Chain)를 고려하고 있는 Round 3 프로젝트는, 특히 해양 송전선로에 대한 문제를 해결해야 할 것으로 생각된다. 또한 프로젝트에 사용되는 해상풍력용 터빈의 경우 터빈 공급업체의 개발 시기와 적용성 문제가 이슈화되고 있다. 이러한 문제를 해결하기 위한 단지 개발자와 터빈 제작간의 전략적 협의가 계속되고 있는 상황이다. 공급연계를 위한 업체간의 조율은 주요 컴포넌트 분야간 전략적 동업 및 시장확대를 통해 점차 현실화된 결과를 보여주고 있다. 이제까지 주요 이슈 중 하나인 해상풍력 전용 설치선의 경우 경제성에 대한 고려가 가장 큰 문제로 여겨졌다. 그러나 이는 단일 영국시장이 아닌 유럽으로의 시장 확대라는 공감대를 통해 경제성에 대한 문제를 해결한 대표 사례라고 평가된다. - 프로젝트 진행방향 영국정부 및 민간 평가기관 (Department of Eneregy & Climate Change)은 전문가 자문을 통해 현 단계에서 성공적 해상풍력 발전을 위해 Crown Estate는 원가절감에 대한 구체적 방안에 대한 노력이 무엇보다 우선시 되어야 할 것이라 지적 하였고, 이를 위한 문제 해결을 위해 각 컨소시엄은 각 업계와의 다각적 연계를 통해 문제 해결의 노력을 기울이고 있다. <사진 출처> 4GW Hornsea Zone에 설치된 SMart Wind 사의 기상탑: Mainstream Renewable Power

Companies developing the UK’s giant Round 3 offshore wind zones are moving ahead with planned capacity targets, but timelines are coming under pressure as they get to grips with the planning process.
Crown Estate Round 3 manager Alastair Dutton tells Recharge that some companies are bringing forward their plans, but others face delays.
“Two developers have moved forward their programmes,” says Dutton, without naming them. But he adds: “We have developers wrestling with market change with the Electricity Market Reform going on, as well as information coming back from their surveys, and in some cases they are coming back with topics that will cause some delay.”
Dutton says the Crown Estate expected this. “The skill is to work with developers to maximise the possibilities of each zone and minimise delay.”
Late October saw the first Round 3 construction take place, as the SMart Wind consortium completed installation of a meteorological mast at its 4GW Hornsea zone. SMart Wind signed agreements for lease (AFLs) with the Crown Estate for the first two 500MW projects in the zone in August, and officials are confident it can get its consent applications in by the end of 2013, and start construction in 2015.
The Forewind consortium, which is developing the 9GW Dogger Bank zone, plans its own met masts next year, and is carrying out community consultation on its first planned projects — two wind farms, 200km off the coast of Yorkshire, northeast England, each with a 1.4GW capacity.
The results from Forewind’s surveys of the ocean bed are better than expected, and the consortium may be able to bring forward its construction schedule, says Fritz Vahrenholt, chief executive of consortium partner RWE Innogy.
Dutton says some developers are realising that “consenting will take longer than expected”, although the issue had been incorporated in their plans.
He says that as plans are continuously updated, developers’ programmes are showing a marked improvement in quality and rigour, while retaining overall ambitions.
A major concern, however, is that key statutory consultees lack the resources they are likely to need to process large numbers of consent applications.
High-level meetings have taken place on the subject, and Dutton says the issue is currently “with the government”.
He says “there is still lots to do” to prepare a UK supply chain for Round 3. The likely availability of offshore export cable continues to be a particular concern.
Dutton believes the industry has moved forward as developers and turbine manufacturers develop their procurement strategies and hold talks with suppliers.
Discussions about the supply chain are steadily getting more “real”, as companies work on mechanisms such as framework agreements and strategic alliances to allow capacity to be built up for key components.
Concerns have also eased over some key elements, such as installation vessels, and the sector is benefiting from a wider understanding of the supply-chain picture in Europe as a whole.
The Crown Estate continues to work on pathways for cost reduction, and has appointed an advisory panel, whose report will be fed into the Department of Eneregy and Climate Change’s task force before it delivers its recommendations in the spring.
